Description

Black authors a dissent in Adamson v. California, arguing that the adoption of the 14th Amendment requires all state and local governments to observe the entire Bill of Rights. Black’s interpretation is never adopted by a majority of the Court but most of the Bill of Rights are selectively applied to state and local governments by the end of the 20th century.
